Sandymount cycle path a hot topic in Dublin Bay South byelection - The Irish Times

When plans for a cycle path along Strand Road in Sandymount were first announced last August as part of Dublin’s City Council’s Covid-19 response, it is unlikely many expected the issue would end up in a high-profile legal row.

With local elections almost four years off, it was perhaps less likely still anyone thought it would be a hot canvassing topic on the doorsteps.

However, both circumstances have come to pass. The council’s plans for the cycle scheme are the subject of a High Court challenge and have become an election issue, but the prize this time is not a council seat but a spot in the Dáil, to replace Fine Gael’s Eoghan Murphy in Dublin Bay South.

The intensity of feeling the cycle route has provoked has perhaps become a greater matter than the cycle path itself, which was after all intended to be introduced as a trial.

For a six-month period the council proposed restricting traffic on Strand Road to one lane, with a one-way system along the coast to the Merrion Gates.

The sea side of the road was to be requisitioned for cyclists and the remaining single lane would be for outbound traffic only, heading in the direction of the Merrion Gates.

Almost 3,000 people responded to a public consultation process on the cycle track proposal, last autumn, with 56 per cent in favour of proceeding with trial. Just over a quarter (27 per cent) objected to the trial, while 17 per cent stated they had some concerns –the effect on traffic, particularly local traffic, chief among them.

While Strand Road residents did not in the main object to the council’s plans, many residents living in Sandymount village did. They felt the consultation did not fairly reflect their views, given that anyone could respond to the council’s survey, but the traffic changes would most directly affect their lives.

Alternative proposal

The STC Community Group, representing residents of Serpentine Avenue, Tritonville Road, Claremont and adjoining roads in Sandymount, put forward an alternative proposal, which would see the sea-side footpath turned into a cycle path, with pedestrians using the “land side” of the road.

The last 270m before the Merrion Gates, where the footpath would not be wide enough to accommodate cyclists, would become a “shared space”, the group said, with speed restrictions for motorists to improve safety.

The council rejected this plan, but established a forum chaired by Dublin lord mayor Hazel Chu, to try to achieve some consensus with residents and other interested groups ahead of the trial beginning.

The trial was due to start at the end of last year, but was delayed until February, and then March as talks in the forum continued and then foundered. The trial plans were ultimately halted by the High Court when Peter Carvill of the STC group and Independent councillor Mannix Flynn, now also a candidate for the Dáil seat, began their legal action.

Of those most likely in with a shot for the Dáil seat, the views of Fine Gael’s James Geoghegan are probably best known.

He last January co-signed a motion with party colleague Paddy McCartan, Labour’s Dermot Lacey and Fianna Fáil’s Claire O’Connor, calling for Minister for Transport Eamon Ryan and the National Transport Authority to revisit a €48 million 2015 plan to construct a cycle path on a boardwalk over the sea-side of Strand Road, instead of on the road. The NTA responded that the scheme would take at least six years to develop.

However Cllr Geoghegan is sticking to his guns on the boardwalk plans, maintaining the scheme will ultimately be required as part of flood-relief plans.

“The council has said we can’t build a high wall there, so we will have to have a boardwalk for flood-relief reasons,” he said. “Obviously it is going to take longer, maybe two or three years, but that is the right long-term solution.

“I think it is totally shameful that this ended up in the courts. Wherever you stand on it, it is a total failure of process that a trial [of a cycle scheme] ended up in the High Court.”

Design ‘tweaks’

Sinn Féin Senator Lynn Boylan, unencumbered by the weight of months of council meetings on the issue, said she was in favour of the trial going ahead, referencing environmental and “ active mobility” reasons.

However, she still had an olive branch ready for those not enamoured with the scheme, saying it was “vital that we have meaningful consultation” with local communities. “The evidence shows that when you engage with communities, unforeseen consequences are flagged earlier but, more importantly, we get better planning outcomes.”

Labour Senator Ivana Bacik said she was a “lifelong cyclist and committed to improving cycle infrastructure” and she also supported the trial. However, she said it would have been better if there was “local buy-in” for the scheme.

“I would like to see the trial proceed, and we could see if the residents’ concerns are borne out, and if there are tweaks that could be made in the design. We could see if some of the route could be placed off-road.”

Articulating the Fianna Fáil view on behalf of Cllr Deirdre Conroy, Cllr Claire O’Connor said the party wanted the off-road cycle path option.

Green Party councillor Claire Byrne is in favour of the trial, as is Social Democrats candidate Sarah Durcan.

Rah Swish is the “Trending Topic” in new video - REVOLT TV

Traffic plan for Indy Pass when I-70 closes topic for local law enforcement, transportation officials - Glenwood Springs Post Independent

Traffic jams Monday on Independence Pass and in Aspen because of the Glenwood Canyon closure will require a reassessment by authorities so the nightmare doesn’t happen when the canyon inevitably closes again.

That’s according to Parker Lathrop, director of operations for the Pitkin County Sheriff’s Office, who, with Undersheriff Alex Burchetta, spent five hours directing traffic Monday in the Lower Narrows section of the Pass.

“We’re just seeing more traffic than we’ve ever seen on the pass,” Lathrop said Tuesday. “Then, with I-70 closed, it was a just a perfect storm.”



A conference call involving the sheriff’s office, Aspen Police, Colorado State Patrol and CDOT will likely take place in the upcoming days when those involved will discuss what worked and what did not Monday in the upper Roaring Fork Valley, he said.

Glenwood Canyon has closed frequently in recent years for rockfall, wildfire and now mudslides, and there’s no reason to believe that trend won’t continue. That’s why it’s essential to refine the plan to police the pass when the interstate closes and drivers of oversized vehicles inevitably ignore the 35-foot limit signs, attempt to drive the pass and cause major problems, Lathrop said.



The weather forecast for the rest of the week in Glenwood Springs calls for rain.

“(Another closure) could happen tomorrow,” Lathrop said.

The main problems Monday on Independence Pass started about 1:30 p.m., when a large pickup towing a large trailer, which was over the 35-foot limit, dropped one of the trailer wheels off the side of the Lower Narrows section and high-centered the trailer on rocks, Lathrop said. That blocked the road and set up a traffic jam that easily ensnared hundreds of cars.

When Lathrop finally reached the scene, he told the truck driver he’d have to unhook the trailer and leave it until the traffic cleared, but the driver refused to do so, Lathrop said. Instead, the man gunned the pickup’s engine and dragged the trailer off the rocks.

“Once he moved, there was a logjam of cars that had to make it through,” he said. “There was miles of backup on both sides.”

While the Colorado Department of Transportation officially closed the road, it was never actually shut down, Lathrop said. Law enforcement initially thought the pass would have to be closed to deal with the stuck trailer.

The two narrows sections of the road caused the main problems Monday. Around 3 p.m., one eastbound driver in a Toyota Tacoma apparently froze in the middle of the Upper Narrows section and caused a traffic jam of about 250 cars that could not move while the westbound lanes kept moving to the Lower Narrows, where Lathrop and Burchetta had to direct traffic to ease the backups.

Adding to the headaches was a broken down RV near the Grottos, which also caused traffic issues, Lathrop said.

In town, sheriff’s deputies turned around numerous semi-trucks near the Mountain Rescue Aspen building across from the airport, while officers from the Aspen Police Department did the same for semis that slipped through and were attempting to drive up Independence Pass.

Then came rush hour in downtown Aspen.

Because both eastbound and westbound lanes of I-70 were closed most of Monday, the massive lines of traffic over the pass and through Aspen went both directions.

“It’s usually only one direction,” Aspen Assistant Police Chief Bill Linn said. “This time it was two ways of insanity.”

That meant the growing line of westbound pass traffic merged with the usual Aspen rush hour traffic trying to leave town, which created massive jams on Highway 82 through town, he said.

“It was the worst traffic I’ve ever seen,” Linn said. “(Westbound traffic) was backed up (from beyond the roundabout) all the way to McSkimming Road.”

Aspen officers didn’t allow traffic to turn left into Aspen at the Cemetery Lane intersection, and directed downvalley traffic to use the bus lane after the roundabout in an effort to relieve some of the congestion, he said.

“The volume of traffic was just off the charts,” Linn said.

Finally, Colorado State Patrol and sheriff’s deputies had to deal with a DUI-related crash at the intersection of Highway 82 and Smith Hill Road that also added to the problems, Lathrop said.

Once the eastbound lanes of 1-70 through Glenwood Canyon opened about 3 p.m. the traffic volume dropped off quickly, Lathrop said. Westbound I-70 lanes opened soon after that.

The sheriff’s office handed out two oversized vehicle tickets, while CSP wrote one other, Lathrop said. The tickets cost drivers between $1,100 and $1,200.

One of the main problems was the Lake County side of the Pass, where there was either no one stationed to stop oversized traffic or the agency stationed only stopped commercial traffic and did not stop oversized RVs and trucks pulling trailers from going over the Pass, Lathrop said.

Selected as a screenplay for the 2019 Sundance Institute Creative Producing Lab & Summit, the pic was chosen for Sundance’s 2020 Writer’s Lab and the 2020 Director’s Lab. The script was also featured on the 2020 Blacklist. Additionally, the project has been recognized as part of the 35 projects chosen for the 2020 Creative Capital Awards.

The film will be produced by Nikkia Moulterie and Stay Gold Features’ Daniela Taplin Lundberg.

Executive producing are Maria Zuckerman, Ryan Heller and Michael Bloom for Topic Studios; Rebecca Cammarata of Stay Gold Features, Sumalee Montano and Grace Lay of LinLay Productions. Jusu will also executive produce.

Production is set to begin in June in New York City later this week.

Spector is coming off the best reviews of his career in the HBO limited series The Plot Against America from David Simon. He can be seen next in the new HBO series The Gilded Age.

Rashad was most recently seen as the mother of Beth in NBC’s hit drama series This Is Us. On the film side she has played Michael B. Jordan’s foster mother in the Creed series.

Surveys assessing pandemic damage to Maine's agriculture industry are panel topic - Mainebiz

Results of several surveys over the past year about the pandemic's challenges for Maine farmers and agriculture service providers, and practices to help them recover, will be the topic of a July 21 panel discussion.

The surveys were done by nearly a dozen groups and government entities, including University of Maine Cooperative Extension; the Maine Organic Farmers and Gardeners Association; Maine Farmland Trust, three state departments; and others. Surveys topics ranged from general issues related to the pandemic and its impact, to infrastructure needs, to a deep dive on the financial hit those in the agriculture industry took.

"Farmers and ag service providers were very kind to complete these surveys and we thought they would be interested in learning about the responses from other farmers and service providers," said Donna Coffin, UMaine Extension professor.

Surveys to be discussed include:

  • COVID-19 Maine Farmer Survey, by UMaine Extension and the Maine Farmer Resource Network.
  • How the COVID-19 Impact and Market Access Affected Maine Farmers, by MOFGA, Maine Farmland Trust, Cooperative Development Institute and Coastal Enterprises Inc.
  • Maine Heritage Industries Infrastructure Needs, by Maine Department of Economics and Community Development and Maine Department of Agriculture, Conservation and Forestry.
  • 2021 Maine Farm Worker Compensation Survey, by UMaine Extension, Maine Vegetable and Small Fruit Growers Association and Maine Department of Labor.

Many of the surveys were shared throughout the Maine Farm News network, made of of dozens of agriculture stakeholder groups throughout Maine. Survey results will also be shared throughout the network.

Coffin said that representatives of the groups that administered the surveys will be on had to discuss the responses and panelists will answer questions from attendees.

Findings will be discussed by a panel representing the groups, from 1-3 p.m. Wednesday, July 21, via Zoom. Registration information is on the event webpage.

HOLYOKE — Addressing unemployment and workforce training are key to advancing the region’s post-COVID economy, lawmakers and others said at a business gathering last week.

The Greater Holyoke Chamber of Commerce invited the city’s Statehouse delegation to its June 25 luncheon at the Summit View Banquet and Meeting House. State Rep. Patricia Duffy, D-Holyoke, and State Sen. John Velis, D-Westfield, joined Jeffrey Hayden, vice president of business and workforce development at Holyoke Community College.

Duffy said with the state’s economy reopening, businesses continue to face hiring challenges. “Workforce development has to be my priority because it’s about education, small businesses and supporting the economy,” she said.

Duffy attached an earmark to the state’s fiscal 2022 budget, now before House and Senate negotiators, for $50,000 to start a manufacturing training program at Holyoke Community College. Many Holyoke small and large businesses are engaged in manufacturing, she said.

Velis said workforce development is a frequent topic, whether before a group like the chamber or at the “grocery store.” He noted the region and the state must contend with a worker shortage, and noted the restaurant and service industries were hit hard by the pandemic.

He remains concerned about increased assessments businesses must pay into the state’s Unemployment Solvency Fund, adding up in some cases to millions of dollars.

“After the pandemic, those fees went up,” Velis said. “Sometimes government doesn’t respond as fast as we would like it, too.”

The Legislature has considered spreading payments out over 20 years, according to Velis.

Velis said tax revenue has exceeded expectations at the state and federal levels. As a result, the Legislature wants to shift federal American Rescue Plan dollars to reduce the jobless fund shortfall.

Hayden, the city’s former director of planning and economic development, said the pandemic caused a nearly 10% drop in employment in Holyoke. “The good news is that it’s climbing back,” he said.

More than 16,600 of the city’s 40,000 or so residents are employed. According to Hayden, Holyoke had nearly 23,000 jobs pre-pandemic, which included hospitality and service jobs. A year ago, 20% of the city’s population was considered unemployed.

The problem remains how to get the long-term unemployed or underemployed people rehired or retrained, Hayden added.

“The demand for health care worker jobs is through the roof,” he said.

Typically the college certifies 100 nursing assistants annually. Hayden expects the graduation rate to double this year.

“Frankly, the demand is still there,” Hayden said. “There are many occupations in early childhood education, and there’s a huge demand for manufacturing.” In addition, he predicted an upswing in hospitality hiring.

The internet is home to a lot of information, and because of this, it’s home to a lot of misinformation. As a result, Google has devised a way to combat this. A new Google search feature will let you know when to believe search results. This news comes to us from a Google blog post.

This new Google search feature focuses on new topics

When a story is brand new, it’s really hard finding rock solid information about it. Before credible news outlets can publish their articles and videos, it’s possible for a wave of false information to wash over the search results. This is why it’s important to have some sort of intervening force that lets users know that the story is still developing.

This is where Google comes in. The company has just introduced its new Google search feature that helps users know if a story is able to be trusted. When the search results pop up for a fresh or rapidly growing news story, there will be a notice that pops up, telling the user, “It looks like these results are changing rapidly. If this topic is new, it can sometimes take time for results to be added by reliable sources.”

This is significant because in those early hours while the story is still developing, anyone can post anything about the story. This doesn’t only go for news articles, it can also involve social media posts, pictures and Youtube videos.

Google’s “About This Result Panel” gives additional information about sources you find

Another new Google search feature that helps fight misinformation is the About This Result panel. When you search up a topic, there’s a 3-dot button on the top right of each result. Tapping it brings up the panel. The panel gives you relevant information about the result and the source.

When the panel is pulled up, it will display the wikipedia information about the site. It’ll display a short snippet of the Wikipedia entry and a link to the full page. If it doesn’t have a Wikipedia page, then that info is skipped.

Next, the panel will show how long ago the page was indexed by Google. This gives you an idea of how old the site is, making it easier to know if you should trust that site. under that, it will let you know if your connection to that site is secure.

Google hopes that these new feature will slow the spread of misinformation throughout the web. This is especially critical nowadays, as the Coronavirus is still a major issue in the world. Proper information has never been more crucial in this day and age.

Google now warns if you're searching for a topic with unreliable results - TechRadar

In a bid to combat poor quality and unrelated search results, Google has launched a new notification system that will advise users to “check back later” when more information from reliable sources becomes available.

Google said it has trained its systems to discover when a topic is breaking and evolving rapidly but trustworthy sources are yet to publish materials on the subject.

With the launch of the new About This Result panel, Google users will be equipped with more information about the sources likely to provide trustworthy insight into a particular topic searched online.

Since last year, Google has been running similar notices that inform users when the search engine has not been able to find anything that matches their search correctly.

“Accessing timely, relevant and reliable information is increasingly important in our current environment,” said Google in a blog post.

“While Google Search will always be there with the most useful results we can provide, sometimes the reliable information you’re searching for just isn’t online yet."

To quarantine, or not to quarantine….

It’s not a rhetorical question anymore, the rules in Canada are changing and whether you have to quarantine at home, in a hotel or at all can be confusing. Are you double vaxxed? Do you have the right vaccine?

The rules can be confusing. I mean, we’ve been told for months that anyone entering Canada by air had to stay at some pretty crappy hotels chosen for us by the government. Brown bags with brown bananas and stale sandwiches were the order of the day at those places.

Then we found out that more than 88,000 people were exempted by the federal government from staying in those hotels. Turns out that included Prime Minister Justin Trudeau who stayed at some fancy digs in Ottawa before being sprung to go home and hold news conferences on the front lawn.

So, what are the rules for quarantine and who do they apply to? That’s what I’ll try to answer here.

When do the rules change for double vaccinated Canadians?

You may have heard that if you are double vaccinated then you won’t need to stay at a hotel, or quarantine at all as of July 5 but if you are booking travel to return to Canada, don’t do it until July 6. While the government says the rules change on July 5, they don’t take effect until 11:59 ET. That leaves about two hours for flights to land in Calgary on the 5th and three hours in Vancouver but if you land in Toronto at 9pm on July 5 then you could end up in a hotel and at home for two weeks.

What about the kids?

Travelling with kids, especially young ones, then be prepared to keep them at home for two weeks. Vaccines are only approved for those 12 and over in Canada and to skip the quarantine, you need to have both shots. If you are travelling with a 9-year-old they won’t have had any vaccines and will need to quarantine at home for two weeks. Same with a 12-year-old with just one shot, they won’t be considered fully vaccinated and will still need to quarantine.

That doesn’t mean they must be locked in a room in the basement with meals pushed through a slot in the door, but they won’t be able to leave the house for two weeks.

It’s ok, I was vaccinated overseas!

Plenty of people have been vaccinated outside of Canada but the thing you need to make sure of is that you have had one of the vaccines approved in Canada. To skip the quarantine rules you need to have received two shots of Pfizer, Moderna, AstraZeneca or any combination of those three. Anyone with a single shot of Johnson & Johnson is also considered fully vaccinated.

If you received the Sputnik vaccine from Russia or Sinovac from China, then you aren’t considered vaccinated by the Canadian government and will still need to quarantine when you arrive.

How do I prove that I was vaccinated outside of the country?

It is your responsibility to prove that you have been vaccinated when you enter Canada. That proof must be provided in English or French or have a certified translation that you can present to customs officers. You will also be asked to upload that information to the ArriveCan app.

What do I need to do if I need to quarantine?

You need to be able to prove to border officials that you have a place to stay and access to the necessities of life when you enter Canada. That also means being able to stay away from others who did not travel.

When does my quarantine end?

It ends 14 days after you enter Canada provided you’ve had two negative tests.

Can I have visitors while in quarantine?

The only visitors you should expect or accept are border officials or police who may show up to check that you are following the rules.

Can I hold a news conference on the front lawn during quarantine?

Google is trying to provide more context about search results so users can "more confidently evaluate the information" they find online.

To help with this, Google announced it has trained its systems to detect when a topic is rapidly evolving and a range of sources are yet to weigh in.

Google Search will now display a notice indicating that it may be best to check back later when more information from a wider range of sources might be available.

"Accessing timely, relevant and reliable information is increasingly important in our current environment," Google wrote in a blog announcing the new feature.

"While Google Search will always be there with the most useful results we can provide, sometimes the reliable information you're searching for just isn't online yet. This can be particularly true for breaking news or emerging topics, when the information that's published first may not be the most reliable."

The new notices are rolling out in English in the United States first, with the plan to expand the feature in the coming months, Google said. 

The search giant in April 2020 implemented similar notices that let users know when Google hasn't been able to find anything that matches a search particularly well.

"With our recently-launched About This Result panel, you can also quickly find information about sources you find on Google Search and better determine if they're likely to provide helpful or trustworthy information," it added.

"With this additional context, you can make a more informed decision about the sites you may want to visit and what results will be most useful for you.

Earlier this month, Google announced it was improving Search to better protect people from harassment.

"We design our ranking systems to surface high quality results for as many queries as possible, but some types of queries are more susceptible to bad actors and require specialised solutions," it said.

One such example is websites that employ exploitative removals practices, such as requiring payment to remove content. Google has allowed users to request the removal of pages since 2018.

"Beyond removing these pages from appearing in Google Search, we also used these removals as a demotion signal in Search, so that sites that have these exploitative practices rank lower in results," it added.

"However, we found that there are some extraordinary cases of repeated harassment."

As a result, to help people who are dealing with extraordinary cases of repeated harassment, the search giant is improving its approach. Once someone has requested a removal from one site with predatory practices, Google will automatically apply ranking protections to help prevent content from other similar low quality sites appearing in search results for people's names.

"We're also looking to expand these protections further, as part of our ongoing work in this space," it said.

To quarantine, or not to quarantine….

It’s not a rhetorical question anymore, the rules in Canada are changing and whether you have to quarantine at home, in a hotel or at all can be confusing. Are you double vaxxed? Do you have the right vaccine?

The rules can be confusing. I mean, we’ve been told for months that anyone entering Canada by air had to stay at some pretty crappy hotels chosen for us by the government. Brown bags with brown bananas and stale sandwiches were the order of the day at those places.

Then we found out that more than 88,000 people were exempted by the federal government from staying in those hotels. Turns out that included Prime Minister Justin Trudeau who stayed at some fancy digs in Ottawa before being sprung to go home and hold news conferences on the front lawn.

So, what are the rules for quarantine and who do they apply to? That’s what I’ll try to answer here.

When do the rules change for double vaccinated Canadians?

You may have heard that if you are double vaccinated then you won’t need to stay at a hotel, or quarantine at all as of July 5 but if you are booking travel to return to Canada, don’t do it until July 6. While the government says the rules change on July 5, they don’t take effect until 11:59 ET. That leaves about two hours for flights to land in Calgary on the 5th and three hours in Vancouver but if you land in Toronto at 9pm on July 5 then you could end up in a hotel and at home for two weeks.

What about the kids?

Travelling with kids, especially young ones, then be prepared to keep them at home for two weeks. Vaccines are only approved for those 12 and over in Canada and to skip the quarantine, you need to have both shots. If you are travelling with a 9-year-old they won’t have had any vaccines and will need to quarantine at home for two weeks. Same with a 12-year-old with just one shot, they won’t be considered fully vaccinated and will still need to quarantine.

That doesn’t mean they must be locked in a room in the basement with meals pushed through a slot in the door, but they won’t be able to leave the house for two weeks.

It’s ok, I was vaccinated overseas!

Plenty of people have been vaccinated outside of Canada but the thing you need to make sure of is that you have had one of the vaccines approved in Canada. To skip the quarantine rules you need to have received two shots of Pfizer, Moderna, AstraZeneca or any combination of those three. Anyone with a single shot of Johnson & Johnson is also considered fully vaccinated.

If you received the Sputnik vaccine from Russia or Sinovac from China, then you aren’t considered vaccinated by the Canadian government and will still need to quarantine when you arrive.

How do I prove that I was vaccinated outside of the country?

It is your responsibility to prove that you have been vaccinated when you enter Canada. That proof must be provided in English or French or have a certified translation that you can present to customs officers. You will also be asked to upload that information to the ArriveCan app.

What do I need to do if I need to quarantine?

You need to be able to prove to border officials that you have a place to stay and access to the necessities of life when you enter Canada. That also means being able to stay away from others who did not travel.

When does my quarantine end?

It ends 14 days after you enter Canada provided you’ve had two negative tests.
